Overview
Algeria’s National Frequency Agency (ANF — Agence Nationale des Fréquences) is a national public institution responsible for matters related to radio-frequency management and regulation.
Equipment homologation is the regulatory approval process that verifies whether devices using radio frequencies—such as telecommunications equipment and wireless devices—meet the applicable requirements before they can be legally imported, marketed, or used.
I developed the backend for ANF’s digital homologation platform, which brings this administrative process online, covering application submissions, technical documentation, administrative reviews, electronic payments, and the issuance of official homologation certificates.
I was the sole backend developer on a small cross-functional team — a product manager, a frontend developer, and a team lead — and designed the database schema, implemented the REST APIs and business logic, taking the platform from project requirements to production delivery in under a month. I continued developing the live platform after launch, adding workflows like correction requests and resubmissions.

Key Engineering Contributions
- Backend architecture: Designed the database schema, REST APIs, and application lifecycle to support the homologation process and administrative requirements.
- Payment integration: Implemented two payment flows with Satim, Algeria’s national payment processor, covering transaction initiation, callbacks, transaction history, and failure handling.
- Access control and auditing: Implemented role- and permission-based authorization for administrative operations, alongside database-change auditing and application logging.
- Document management and certification: Implemented supporting-document management and dynamic PDF certificate generation, switching from DomPDF to TCPDF to meet Arabic right-to-left rendering and precise layout requirements.
- API documentation and delivery: Documented endpoints using OpenAPI/Swagger and collaborated with the frontend developer on delivery.
